No Quorum

ROLL CALL:

Meeting was opened by Chairman Shapiro at 6:00 pm.  Present: Chairman Sam Shapiro, Directors Kay Oring.  Director Ron Rebell was absent. There are two vacancies on the Board. Also present were Fire Chief Ron Cromer, General Manager Martin Balding and Secretary Sandy Jansen.   We do not have a quorum.

Since there is not a quorum no business can be acted on except for the signing of bills with Resolution 12-02, Signing of bills without a quorum.

CONSENT CALENDAR:

COMMITTEE REPORTS:

Fire Chief Cromer reported that ISO report was received and we have a 6/9 rating. Also digital radio should be coming soon and is only good I the County.
           
            Water Manager Balding Report is attached. 

PUBLIC COMMENT: There was no public comment.

OLD BUSINESS:

RV Park, Fire Water System:  The Resort/Restaurant parcel goes back to auction this week. 
  NEW BUSINESS:

ADJOURNMENT: The next meeting will be held on July 15, 2013, 6:00 pm.  With no further business to conduct, the meeting was dismissed at 6:30 p.m.

NO SPILL REPORT: The no spill report to the state has been made for the month of May.
LIFTS STATIONS AND PONDS: The lift stations and ponds have been working well with an average flow for the past six days of just 5,288 gallons per day. A year ago for the same time period the flow averaged about 13,345 gallons per day, because of a problem at the RV park. However, over the years from '05 to the present, flows have dropped from about 15,000 gallons per day to about 6,000 gallons per day.
With low flows and high evaporation pond three has been dry since April and will probably not have water in it until we have fall rains. The RV Park has been shutdown resulting in lower flows than normal.
PRECIPITATION: Rain and snow have given us about 10.5 inches of precipitation since last July with three recent thunder showers included.
HOMEOWNER SYSTEMS: There haven't been any recent calls which is good news, but that will change!
LATE PAYMENT COLLECTIONS: Sandy has been following up on accounts due with excellent results.
MARINER'S RV PARK: TBA...........The tax sale for the Restaurant parcel will be tomorrow, Tuesday, 6/18/13 and as of today there have not been any bids.
STOCK WATER: The stock water pump is in place and has been used for a few days for testing. It will be used when cattle are put on McClelland's land. The stock water pond has been holding water very well.
LAKE EVEL: 5,095.1' Last year at this time the level was 5,095.8' The drop in lake level has slowed somewhat in the past few weeks.
WEED WORK: The area around the lift station and the fire station received some weed clearing. More will be done as needed.

 ISO RATING
6/1/2013

Stones-Bengard Community Service District is pleased to inform the community that ISO, Insurance Service Office, Inc., has completed the Public Protection Classification report and findings.  The community classification is CLASS 6/9.    

This means that properties within five (5) miles of a recognized fire station and within 1,000 feet of a fire hydrant or alternate water supply received a Class 6.

Properties beyond 1,000 feet of a fire hydrant but within five (5) road miles of a recognized fire station received a Class 9.

We appreciate the time and effort that Chief Ron Cromer and his team put in to accomplish this rating.  There is a lot of testing to be performed and paper work required to acquire or change an ISO rating.  This is an excellent rating for such a rural community.
