MINUTES
ROLL CALL:
Meeting
called to order at 6:02 pm by Chairman Sandra Shapiro. Present were Directors
Oring, Mowrey, and ReBell. Director
Spanton was absent. Also present were
Chief Adolph Oberst, Secretary Sandy Jansen and Rick Nicholas. General Manager
Martin Balding was absent.
Oath of
Office for reappointed Directors.
Chairman Shapiro and Director Oring were sworn in and took the Oath of
Office. This was moved up from New
Business.
CONSENT CALENDAR:
APPROVAL
OF APRIL AGENDA with the moving of Oath of Office to right after Roll Call.
APPROVAL
OF MARCH MINUTES OF THE REGULAR MEETING.
APPROVAL OF PAYMENT OF BILLS
MARCH BILLS: FIRE
$1,155.20; SEWER $1,867.60.
APPROVAL
OF TREASURER'S REPORT AS REPRESENTED. Report is attached.
**A
motion was made by Director ReBell with a second by Director Mowery to accept
the March Agenda with amendment, approval of minutes for March of the regular
meeting and approval of the payment of March bills as presented. Motion
carried.
GUESTS: None
COMMITTEE REPORTS:
Fire Chief Oberst: The green waste pile has been burned and is
ready for more brush.
There were two callouts, one medical
and one vehicle accident. We are working on programming the radios.
Chairman Shapiro discussed the idea of
purchasing oxygen masks for pets. They
seem to be inexpensive and could save the life of a pet. Often pets are very important to a patients
or citizens.
General Manager Balding report
is attached. Chairman Shapiro read report.
Secretary’s report: There were 169 webhits last month. We have one outstanding lien, Babb. The other properties have been resold.

CORRESPONDENCE: None
OLD
BUSINESS:
DISCUSS/ACTION: Approval for Ordering Additional Hats and
T-shirts. Carry over to next month.
DISCUSS/ACTION: Approve.
**Director Oring moved and Director ReBell seconded a motion to apply
for the of Special District Certificates for Excellence for Transparency at no
cost. Motion carried.
DISCUSS/ACTION:
Board Approval to give SBCSD General Manager and Board Secretary authorization
to sign regularly scheduled monthly bills for Lassen County processing and
payment. Resolution 16-01.

ReBell moved and Director Oring seconded a motion to approve Resolution 16-01 to give SBCSD General Manager and Board
Secretary authorization to sign regularly scheduled monthly bills for Lassen
County processing and payment. Motion
passed.
NEW BUSINESS:
DISCUSS/ACTION:
Send $200 donation to Spalding Fire Department. This is a donation for the time and effort
Spalding Fire Department gives to Stones-Bengard Fire Department in mutual
Aid. The board approved the expenditure
and it will come from the 3002800, Special Departmental Expenses.
ADJOURNMENT:
The next meeting will be held on May 9, 2016, 6:00 pm.
With no further business to conduct, the meeting was adjourned at 6:35
p.m.

BOARD MEETING

NO SPILL REPORT:
The monthly "No Spill" report for March has been made to the
state.
LIFTS STATIONS AND PONDS: Ponds one and two are at the 2.94 foot level, nearing
spill into pond three which hasn't happened in several years. Calculations show that the two HDPE lined
ponds are well within specified water loss requirements. The numbers DO NOT indicate leakage.
LAKE LEVEL: The lake level dropped to a record low of 5,090.55
feet in November and is now just above 5,093 feet, slightly above last year at
this time. This is only the third year in the last sixteen with the lake higher
than the previous year.
PINE CREEK: Pine Creek has been flowing. The DFG has been collecting eggs by electro
shock at the south end of the lake, and from spawning trout at the fish
trap. Visit the fish trap and talk to
Karen Martin.
CORE SAMPLING: Graduate geology students and their advisor from
Cal State University, Long Beach worked on April first collecting core samples,
down twenty feet, from lake sediment at Stones.
Lab work will look at age, sedimentation rates, weather events, plant
and animal traces.
PRECIPITATION: March
blessed us with 3.17 inches of precipitation, and so far April is at 1.4
inches.
STAND BY GENERATOR: Our generator is ready to run.
HOMEOWNER SYSTEMS: One owner had a septic tank replacement due to leakage.
LAHONTAN: No news at this time.
PUBLIC GREEN WASTE: Note: for Buck's Bay and
Stones residents ONLY!
Property
owners have graciously donated a major amount of yard waste, branches, leaves,
slash, etc,. Most of it has been burned
by our Volunteer Firemen.
SOLAR SYSTEM: Since September 2014 the system has
generated 23,800 kWh of electricity with a retail value of $3,332.00. All building heating is done with
electricity.
WATER STORAGE
TANKs: The 3,000
gallon water tanks at Stones is full and ready to use for Fire Service.
COUNTY WELL: A plot plan has been sent to the county and
they are actively working on a contract following a site visit by engineer
Peter Heimbigner.
MUD SIGNS: Following a letter to Larry Millar, Director
of Public Works, they will "look into" making warning signs for
Buck's and Stones.
