 MINUTES

ROLL CALL:
Meeting called to order at 6:02 pm by Chairman Sandra Shapiro. Directors ReBell and Mowery were present.  Directors Oring and Spanton were  absent.  Also present were Chief Adolph Oberst, General Manager Martin Balding,  and Secretary Sandy Jansen and Rejina's friend Darlene.

PUBLIC HEARING OPENS:  Public hearing opens at 6:05. 
            The proposed budgets for Fire, Sewer and Capital Improvements were reviewed and are attached.

            Director ReBell moved and Director Mowery seconded a motion to accept the proposed 2016-2017 budget for Fire, 216,  at $122,550.  Motion carried. 

            Director ReBell moved and Director Mowery seconded a motion to accept the proposed 2016-2017 budget for Sewer, 220,  at $157,550.00.  Motion carried. 

            Director ReBell moved and Director Mowery seconded a motion to accept the proposed 2016-2017 budget for Capital Improvements, 236, at $27,534.00.  Motion carried. 

PUBLIC HEARING CLOSES:  Public hearing closes at 6:15. 

CONSENT CALENDAR:

APPROVAL OFJULY AGENDA.
APPROVAL OF JUNE MINUTES OF THE REGULAR MEETING. 
APPROVAL OF PAYMENT OF BILLS    
           
            JUNE   Fire: $ 1,282.37;    Sewer: $2,122.46.
           

APPROVAL OF TREASURER'S REPORT FOR JUNE.  There was not a report at this time.   

**A motion was made by Director ReBell with a second by Director Mowery to accept the July Agenda, approval of minutes for June of the regular meeting and approval of the payment of June bills as presented. Motion carried.

GUESTS:  Darlene, Regina Mowery's guest.


COMMITTEE REPORTS:

Fire Chief Oberst:  Chief reported no callouts.  CalFire comes to help with training when available. 

            General Manager Balding report is attached.  Weed work is continuing.  One property owner, Ghidossi, had repairs done to their system and in exchange for payment for the work done by the CSD and Martin Balding, we have permission to fill the storage tank from their well.
            The stock tank has water and is being maintained.

            Secretary’s report:  There were 187webhits last month.  Seventy percent of the payments for waste water for 2016-2017 have been received.

BOARD MEMBER ITEMS:  Chairman Shapiro reported  the Eagle Lake Trout will not be listed on the endangered species list.  Fish and Wildlife have confirmed that trout have been spawning and can spawn in Pine Creek in areas they previously thought  were not possible.  That makes Pine Creek spawn a "natural spawn."

            Also the turnout at Spalding for the Fourth of July event  was great which helps PELT (Project Eagle Lake Trout.)

OLD BUSINESS:

DISCUSS/ACTION:  Approval for Ordering Additional Hats and T-shirts.  Carry over to next month.

NEW BUSINESS:

DISCUSS/ACTION:  Approval of 2016-2017 Budget.  Approved in Public Hearing.

DISCUSS/ACTION:  Appropriations limits for 2016-2017, Prop 4, $31,905.00.  Director ReBell moved and Director Mowery seconded a motion to approve the Prop. 4 Appropriations Limit for 2016-2017 for $31,905.00.  Motion carried.

DISCUSS/ACTION:  Approve Assessment list for 2016-2017.  Director ReBell moved and Director Mowery seconded a motion to approve the Assessment list for 2016-2017 with the physical review to continue Motion carried.


DISCUSS/ACTION:  Audit Agreement Letter with Robert Johnson.  Director ReBell moved and Director Mowery seconded a motion to approve the Audit Agreement Letter with Robert Johnson, CPA..  Motion carried.

DISCUSS/ACTION:  Reimbursement for purchase of 2 fire extinguishers and 2 first aid kits for donations to Spalding events.  Director ReBell moved and Director Mowery seconded a motion to approve reimbursement to Chairman Shapiro for purchase of 2 fire extinguishers and 2 first aid kits for donations to Spalding events.  Motion carried.

ADJOURNMENT: 
The next meeting will be held on August 8, 2016, 6:00 pm.  
With no further business to conduct, the meeting was adjourned at 6:45 p.m.

Notes by Martin Balding, General Manager

NO SPILL REPORT:  The monthly "No Spill" report for June has been made to the state. 

LIFTS STATIONS AND PONDS: Ponds one and two are at the 2.6 foot level, and like the last three years, will not be spilling into pond three this season. 

LAHONTAN:  The Regional board requires two reports a year, one at the end of December and other at the end of June.  Our June report has been completed and sent.  A copy is available.

ROAD TO THE PONDS:  Winter rains damaged the road up to the ponds and it needs work on water bars.

LAKE LEVEL, EVAPORATION AND PRECIPITATION:   The lake is just above 5,092', about the same as last year at this time, with pan evaporation for June at 8.5" and .2" of precipitation.

STAND BY GENERATOR:  Our generator is ready to run.

HOMEOWNER SYSTEMS:  One homeowner call that required float replacement and other work.

FIRE WISE COMMUNITY:  We have fire prevention pamphlets to be handed out by Board Members. The pamphlets were given to us by the Susanville Fire Safe Council.

PUBLIC GREEN WASTE:  The project will continue. Note: for Buck's Bay and Stones residents ONLY!   Property owners have been bringing in lots; burning will continue in the fall.

WEEDS:  Some Weed whacking work has been and will be continued.

FIRE PERMITS: Can not be issued, no open burning.

SOLAR SYSTEM: Since September 2014  29.1 kWh has been generated with a retail value of $4,074.  Our building is heated with electricity with no electrical cost since the panels were installed.

WATER STORAGE TANKs:  The 3,000 gallon water tanks at Stones and Buck's Bay are full and ready to use for Fire Service.

COUNTY WELL:  A plot plan has been sent to the county and they are actively working on a contract following a site visit by engineer Peter Heimbigner. a pressure tank will be delivered on Wednesday and we already have a disconnect fuse box, a pump controller and a pressure switch.

CAL FIRE: A representative from Cal Fire will be here Thursday to check the two Government issue pump engines that we have for fire service.

USFS EAGLE LAKE CAMPROUND TALK: On Saturday,  July 16th at the south lake amphitheater Shawn Wheelock, USFS Hydrologist, will give a talk on Eagle Lake and the change in water level.  The program will start at seven pm.
    

AWAY:  Martin and Janet will be away over the weekend of the 23rd and Dennis Glenn will keep watch.
