MINUTES
ROLL CALL:
Meeting
called to order at 5:05 pm by Chairman Sandra
Shapiro. Directors Spanton and Oring were
present. Director Mowery was absent. Director ReBell arrived at 5:15 pm. Also present were General Manager Martin
Balding, Secretary Sandy Jansen, Rick Nickolas and Cyndi San Diego.
CONSENT CALENDAR:
APPROVAL OF SEPTEMBER

OF AUGUST MINUTES OF THE REGULAR MEETING.

AUGUST Fire: $ 551.95; Sewer: $2,564.89.
APPROVAL
OF TREASURER'S REPORT. There is not a
report at this time.

motion was made by Director Spanton with a second by Director Oring to accept
the September Agenda, approve minutes for August of the regular meeting, and
approve the payment of August bills as
presented. Motion carried.
COMMITTEE REPORTS:
Fire Chief Oberst: Chief reported that training is continuing on
Saturdays and that Cal Fire comes when available to help with training.
General Manager Balding
report is attached. The stock tank has
water and is being maintained.
Secretary’s report: There were 156 webhits last month. Ninety-one percent of the property landowners
have paid in full or for the first quarter for waste water for 2016-2017.

NO SPILL REPORT:
The monthly "No Spill" report for August has been made to the
state.
LIFTS STATIONS AND PONDS: Ponds one and two are at the 1.7 foot level. Our total flow to the ponds this past year
was 1,907,000 gallons and at present we are sending about 5,000 gallons per
day. In the past the figures would have
been 5,000,000 and 17,000.
LAKE LEVEL, EVAPORATION AND PRECIPITATION: No
estimate on lake level at this time and only
three tenths of an inch of precipitation since the first of June. There
is still some boat launching at the South End and reports of the fishing
picking up.
STAND BY GENERATOR: Our generator is ready to run.
HOMEOWNER SYSTEMS: Two calls that have been answered.
PUBLIC GREEN WASTE:
The project will continue. Note: for Buck's Bay and Stones
residents ONLY! Property owners have been
bringing in lots; burning will continue in the fall.
WEEDS: Some Weed whacking work has been and will be continued.
FIRE
PERMITS:
Cannot be issued, no open burning.
SOLAR SYSTEM: Since September 2014 32,900 kWh has been generated with a retail
value of $4,600 Our building is heated with electricity with no electrical cost
since the panels were installed.
WATER STORAGE
TANKs: The 3,000
gallon water tanks at Stones and Buck's Bay are full and ready to use for Fire
Service. Cal Fire knows the locations
and is positive about the water storage.
STOCK WATER: The Stock
Water pump has been run just enough to keep the stock tank full. Cattle have not been put on the land.
COUNTY WELL: A plot plan has been sent to the county and
engineer Peter Heimbigner has requested a proposal from possible well
drillers. Our pressure tank has been installed
along with the plumbing and electrical controls.
TOC: A meeting of
the Lassen County Treasurer's Oversight committee was attended by TOC board
member Balding and information regarding the treasury is available. Of note, the interest on money held is slowly
moving up. Also there are only three
entities with directed funds collecting higher interest, as our CSD is doing.
