Green Waste Pile



BURN PILE SITE

A Free Service for Residents Only
To help provide a Fire Safe Community

If you are a resident of Stones or Buck's Bay you may leave certain waste here where the Volunteer Firemen will burn it when feasible.

Acceptable debris includes yard waste such as tree trimmings, brush, leaves etc.  Please, no metal, nails, plastic, creosote wood, paper, dirt, or other debris that should go to a dump.

The intent is to help residents reduce the fire hazard on their lots to protect their property and the property of others.

Your help and cooperation is critical to keeping this service accessible and free.  Remember, volunteers are managing this project.

UNAPPROVED MINUTES
ROLL CALL:
Meeting called to order at 6:00 pm by Chairman Sam Shapiro.  Present was Kay Oring, Tom Spanton and Ron ReBell. There is one vacancy on the Board. Also present were General Manager Martin Balding, Chief Adolph Oberst and Secretary Sandy Jansen.  
CONSENT CALENDAR:
APPROVAL OF MARCH AGENDA

APPROVAL OF JANUARY MINUTES OF THE REGULAR MEETING.  (No minutes for February due to lack of a quorum.)

APPROVAL OF PAYMENT OF BILLS    
            JANUARY BILLS:  FIRE $1,426.01; SEWER $ 2,139.83.
            FEBRUARY BILLS:  FIRE $353.97 ;  SEWER $1,876.66   

APPROVAL OF TREASURER'S REPORT, for JANUARY AND FEBRUARY.  Reports are attached.  Director Oring will check on investment interest.

A motion was made by Director Spanton with a second by Director ReBell to accept the March Agenda, approval of minutes for January of the  regular meeting and approval of the payment of January and February bills as presented above and Treasurer’s report for January and February. Motion carried.

GUESTS:    Rejina Mowery, a prospective new board member.

COMMITTEE REPORTS:

Fire Chief Oberst:  Chief Oberst reported that CalFire is going to staff the Grasshopper station in late May or early June.  This will be early because of the dry conditions caused by the drought.  There has not been any call outs.  Also Chief is working a on a list of “needs.”

          General Manager Balding report is attached.  The green waste pile is working out well.  The volunteers will burn the piles when the conditions are favorable.
         
          Secretary’s report:   There were 110 web hits. About 92% of the payments for this year’s waste water are collected and 95% of the landowners have paid for the first quarter or have paid for the year.  The resort properties are current on their payments until spring.

          Board Member reports:   Chairman Shapiro said that there are many trees down around the lake. 

PUBLIC COMMENT:   None

CORRESPONDENCE:  The 2015 Form 700 update has been received and distributed to the Directors for completion.
           
OLD BUSINESS:
DISCUSS/ACTION:  Approve or Not, Storage Water for Fires and Site Preparation. A 3000 gallon water storage tank can be purchased and delivered from JW Wood for $1,850.00.  At this time it is not possible to draft from the Lake.  The site will need to be leveled and prepared.
**Director Spanton moved and Director Oring seconded a motion to purchase the 3,000 gallon water storage tank, the fittings, prepare the site and delivery of the tank from JW Wood with the price not to exceed $3,000.  Motion carried.  The funds will come from Structure improvements.

DISCUSS/ACTION:  Fire Hose Fittings for Castle Rock Hydrants.  Director Spanton is pursuing this issue.

NEW BUSINESS:
DISCUSS/ACTION: Locked Mail Boxes at Buck's Bay.  This is not a Stones-Bengard Community Service District issue. 

DISCUSS/ACTION:  Spring Clean-up and Use of Burn Piles.  Discussion was held on extending the green waste pile site into spring.  It helps reduce fire danger, helps with our fire wise community status and is training for the volunteers.
**Director Spanton moved and Director ReBell seconded a motion to extend the green waste pile site until further notice.  Motion carried.

ADJOURNMENT:   The next meeting will be held on April 20, 2015, 6:00 pm.   With no further business to conduct, the meeting was adjourned at 6:45 p.m.

BOARD MEETING
Monday, February 16, 2015 at 6pm

NO SPILL REPORT:  The monthly "No Spill" report for January has been made to the state. 

LIFTS STATIONS AND PONDS:  The lift stations and ponds have been working well with a flow of about 3,500 gallons per day.  At present the pond level is 2.46’, up five inches since last month. 

PRECIPITATION:  No measurable precipitation occurred during January but February started off will with several good storms giving us 3.3 inches of rain.  The last set of storms hit with a vengeance, especially in Spalding where many trees fell.  Power was off for five days in the Eagle Lake area.

STAND BY GENERATOR:  At present the 60 kW generator at the Stones Lift station is out of order with a fuel injection problem.  Repairs are pending, at present it is not needed because of low collection system flows.   

LAKE LEVEL: The lake level is at 5,092.95' a rise of nearly a foot from the low last fall. Pine Creek started running but more rain is needed soon to keep things going.

WATER BARS: The Water Bars on the road to the ponds were re-worked and performed well.
   
HOMEOWNER SYSTEMS: No news is good news.

LAHONTAN:  No news.

LATE PAYMENT COLLECTIONS:
Sandy has been following up on accounts due with excellent results.  One recent foreclosure sale had a lien placed on it last year so we will eventually receive the amount due.

CAL FIRE INMATE ROAD WORK: On hold until after fire season.

PUBLIC GREEN WASTE PILE/ WEED ABATEMENT:  The CSD serves the community, and promotes fire safety, by allowing green waste, consisting only of brush and trimmings, to be deposited in a suitable area.  At this point in the project it is a success as all the waste has been burned and the area is ready for next season.
However there is still burning to be done at the upper end of Stone Road where roadside brush was deposited by the inmate crew.

BURN BAN LIFTED: Backyard burning is now OK without a permit.  Of course you are responsible and should take care.  Before burning call 257 BURN to find out if it is a burn day. 

SOLAR SYSTEM:  Our ten kW solar Photovoltaic System has generated  over 5.23 kWh with a value of $732.00  We are now heating with electricity instead of oil.  We are doing better than expected on generation and looking for a way to use excess electricity this summer, probably pumping water. 

WATER STORAGE TANKS: Your board of directors is considering the purchase of a 3,000 gallon water storage tank for fire use.  It may be placed on the lake side of the Buck's Bay lift station.  Another tank is already located on Stoney Lane.  The storage tanks are necessary now because the fire engines can no longer draft water from the lake.
