UNAPPROVED MINUTES

OATH OF OFFICE: 

          New Board Member, Rejina Mowrey, was sworn in as a Board Member on the Stones Bengard Community Service Board.  The Board welcomes new Director Mowrey to the Board.

ROLL CALL:

            Meeting called to order at 6:00 pm by Chairman Sam Shapiro.  Present was Kay Oring, Tom Spanton, Rejina Mowrey and Ron ReBell. Also present were General Manager Martin Balding, Chief Adolph Oberst and Secretary Sandy Jansen. 

CONSENT CALENDAR:

APPROVAL OF APRIL AGENDA
APPROVAL OF MARCH MINUTES OF THE REGULAR MEETING. 
APPROVAL OF PAYMENT OF BILLS    
            MARCH BILLS:  FIRE $1,612.17; SEWER $ 2,263.57.    
           
APPROVAL OF TREASURER'S REPORT MARCH.  Reports are attached.  Investment report was discussed and attached.

A motion was made by Director Spanton with a second by Director ReBell to accept the April Agenda, approval of minutes for March of the regular meeting with corrections and approval of the payment of March bills as presented above and Treasurer’s report for March. Motion carried.

GUESTS:    None.

COMMITTEE REPORTS:

Fire Chief Oberst:  Chief Oberst reported that CalFire is the Grasshopper station. There has been five call outs.  There were three medicals, one power pole fire and one other fire.

          General Manager Balding report is attached.  PVC pipe has been purchased and faucets will be placed on the corners of the building.  The pipe will have one over-all drain in the back to drain for freezing conditions.
         
          Secretary’s report:   There were 164 web hits. Seven properties have not paid any waste water fees this year.   The resort properties are current on their payments until May 1, 2015.

          Board Member reports:   

PUBLIC COMMENT:   None

CORRESPONDENCE: 

          Cal Fire has sent notification that May 1 Burn permits will be required until June 30, 2015.  Burning suspension will start July 1, 2015, unless conditions require an earlier suspension.       

OLD BUSINESS:

DISCUSS/ACTION:  Approve new Maintenance Person. 
**Director Spanton moved and Director Oring seconded a motion to approve Adolph Oberst for the Maintenance position.  Motion carried. 

DISCUSS/ACTION:  Fire Hose Fittings for Castle Rock Hydrants.  No additional information.

NEW BUSINESS:

DISCUSS/ACTION: Traphagan and Fees for Waste Water for Remainder of this year. Starting May 1, 2015, the Traphagans will be billed monthly for $204, the same as last year.

DISCUSS/ACTION:  Other Resort Properties and fees for Waste Water. Background:  In August 2013, Mr. Frank Lepori, and LP Duedagos LLC, the new owners of Mariner's Resort and Galley, met with the Stones Bengard Community Service District (SBCSD) to discuss the use of the property and sewer fees.  Mr. Lepori indicated that he planned to have the store open by June 2014.  With this information the SBCSD Board approved a Memorandum of understanding for no sewer fees until the store/resort was operation.  The memorandum laid out a three-year plan.  See Attachment.

Since there has been no activity and  no communication, the Board discussed a standby charge of $50 per month beginning May 1, 2015.  This is in keeping with the sewer rates that all residents pay whether they use their properties or not. 

**Director Spanton moved and Director ReBell seconded a motion to charge the owners of the "The Galley," LP Duedagos LLC, $50 per month standby fee starting May 1, 2015.  Motion carried.

DISCUSS/ACTION:  Payment of Monthly Utilities.  At this time we will not change the procedure for these bills.  Sandy Jansen will be sure to turn in the utilities bills as soon as they are received and she will sign the warrants.  The warrants will be approved at the next monthly meeting by the Board.

DISCUSS/ACTION:  Manager Martin Balding explained that he is gathering information on connecting the electrical panel at the stock water well to the solar system.  There is enough solar power generated to cover the additional connection.

DISCUSS/ACTION:  At this time there will not be an annual community meeting.  There will be an informational letter sent out with the yearly bills.

ADJOURNMENT: 

          The next meeting will be held on May 18, 2015, 6:00 pm.   With no further business to conduct, the meeting was adjourned at 7:07 p.m.

BOARD MEETING
Monday, April 20, 2015 at  6pm
Notes by Martin Balding, General Manager

NO SPILL REPORT:  The monthly "No Spill" report for March has been made to the state. 

LIFTS STATIONS AND PONDS:  The lift stations and ponds have been working well with a flow of about 3,700  gallons per day, down from 5,000 gallons per day last year.  At present the pond level is  2.4', a bit lower than last year at this time. 

PRECIPITATION:  March gave us just 1.3" of precipitation during several light storms.

STAND BY GENERATOR:  Our generator is ready to run.

LAKE LEVEL: The lake level is 5,092.7,  more than a foot lower than last year at this time.

HOMEOWNER SYSTEMS: No news is good news.

LAHONTAN:  Ditto.

LATE PAYMENT COLLECTIONS:
Sandy has been following up on accounts due with excellent results. 

PUBLIC GREEN WASTE PILE/ WEED ABATEMENT:  The  CSD serves the community, and promotes fire safety, by allowing green waste, consisting only of brush and trimmings, to be deposited in a suitable area.  Last year was successful with everything burned .  Now the public is depositing brush again and we will burn at the next opportunity.  A n instructional sign has been installed at our burn site.

SOLAR SYSTEM:  Our  ten kW solar Photovoltaic System has generated  over 8,500 kWh with a value of $1,200.00  We are doing better than expected on generation and exploring the option of connecting the stock water pump to our building meter.  That may cancel pumping and meter costs and also provide us with electricity to keep our ponds at a suitable level if they need more water.

WATER STORAGE TANKs:  The storage tank for Buck's Bay will be ordered as soon as the pad is ready for installation.  The tank on Stoney Lane has 3,000 gallons of water ready for fire control use.

CASTLE ROCK HYDRANT FITTINGS:  Tom Spanton is working on getting fittings that will adapt to Cal Fire requirements, as well as Stones.

BLM PRESCRIBED BURN:  Weather permitting, BLM will begin a ground cover burn in the backcountry north of the campground on Monday or Tuesday of this week.  Call Dan at 257 6620 for more information. 

LASSEN TOC MEETING: The Treasurer's Oversite Committee met in March and there were several issues discussed regarding our designated investment fund.  1. The initial interest has paid off the account fee and we will be receiving about $4,000.00 per year in interest.  2. At present the County is determining how much the account will be charged for administration. It was stated that the admin fee will be less than for a "normal" account because of the five year term during which no transactions will be involved.

Burn Permit Requirements for 2015

 

The burn permit allows you to conduct the following types of residential debris burns:
a)      Burning debris in small heaps and piles (not to exceed 4 ft in diameter.)
b)     Burning debris in a burn barrel, if within exempted areas of Lassen County.  Authorization from Lassen County is required.  For further information, contact Lassen County Air Pollution Control District (530) 257-1041.
c)     Burning debris in a burn barrel within Modoc County is allowed due to the restriction exemptions received from the Air Resource Board.
d)     For questions regarding burn barrel use in Plumas County, contact the Northern Sierra Air Quality Management District at (530) 283-4654.

Debris:
Means the burning of brush, tree trimmings, pine needles, leaves or vegetation.

Prohibited materials include:
Tires, asphalt shingles, tar paper, cloth, upholstery, plastics, linoleum, diapers, carpeting, demolition debris, construction debris, business trash, etc. 

This permit is for the burning of:
Vegetation from within or around a RESIDENCE.  In addition, a water supply must be available for immediate use by the person conducting the debris burn.  The water supply must be of SUFFICIENT CAPACITY and VOLUME to extinguish the fire AT ANY TIME. This usually means the use of a garden hose or backpack pump, and a shovel.
The drawing to the right, illustrates burning in a small pile and the minimum fire safe requirements.  These minimum requirements apply to all piles you burn.
1.
Maximum pile size is 4 feet in diameter.
2.
Area within 10 feet of the outer edge of pile shall be maintained clear of all flammable material and vegetation.
3.
Adult in attendance with shovel until fire is dead out.
4.
Water supply at burning site.
5.
No burning shall be undertaken unless weather conditions (particularly wind) are such that burning can be considered safe.

 


You must have a burn permit in possession while burning!
You shall present the permit to any fire or law enforcement official upon their request.
e)     Prior to burning you must call the Air Pollution Control District in your county to see if it is a permissive burn day: Lassen County APCD (530) 257-2876 or 257-BURN, Modoc County APCD (530) 640-2900 or (530) 233-6401, Northern Sierra Air Quality Management District (Portola 832-4528, Quincy 283-3602, Greenville 284-6520, Chester 258-2588)
BURNING IS PROHIBITED ON NO BURN DAYS.

Things to Remember

  1. You can only burn on permissive burn days. Contact the APCD before starting to burn.
  2. You cannot burn in a burn barrel unless you have received authorization from the APCD.
  3. Do not burn when wind conditions are such that burning is not safe.  Should winds increase while burning you should stop burning operations.
  4. Burn hours for Lassen County are as follows:
May 1, 2015 through May 31, 2015 - Open Hours
            June 1, 2015 through June 30, 2015 - 5 a.m. to Noon

            Burn hours for Modoc County are as follows:
            May 1, 2015 through May 31, 2015 – Open Hours
            June 1, 2015 through June 30, 2015 – 7 p.m. to 10 a.m.

            Burn hours for Plumas County are as follows:
            May 1, 2015 through May 31, 2015 – Open Hours
June 1, 2015 through June 30, 2015 – 5 a.m. to Noon

After June 30, 2015 – A burning suspension will be in effect until the end of declared Fire Season or until lifted by the Unit Chief. 

PLEASE NOTE: THE LACK OF PRECIPITATION THIS WINTER MAY NECESSITATE AN EARLY BURN SUSPENSION.  PLEASE KEEP INFORMED ABOUT BURN RESTRICTIONS BY VISITING OUR WEBSITE AT WWW.FIRE.CA.GOV/LMU under “HOT TOPICS”.

  1. You must have possession of a signed permit while you are conducting a burn.  This is the law. If you lose your permit you will need to obtain another one before you start burning.  If you are asked for your permit by an officer while you are burning and you cannot produce one, you may be cited.

  1. Possession of a permit does not protect you if your burn escapes.  You are still liable for any suppression costs.

  1. If a burn escapes your control, you should seek help immediately.  Wildfires can spread very quickly.  A fast response from the fire department can reduce suppression cost considerably.  Remember, you may be billed for suppression costs, so the sooner you seek help the better the outcome may be.

  1. Simple common sense can greatly reduce the chance of an escape.  If you don't feel it's safe to conduct a burn, then don't.
