MINUTES
ROLL CALL:
Meeting
called to order at 6:05 pm by Chairman Sandra
Shapiro. Directors Mowery, ReBell and Oring were present. Director Spanton was absent.
Also present were Chief Adolf Oberst and Secretary Sandy Jansen.
CONSENT CALENDAR:

SEPTEMBER Fire: $ 1,315.90; Sewer: $2,051.10.
APPROVAL
OF TREASURER'S REPORT. Treasurer Oring
presented the treasurers reports for June amended, July and August. Reports are attached.

motion was made by Director ReBell with a second by Director Mowery to accept
the October Agenda, approve minutes for September of the regular meeting with
additions under public comment, (see attached) and approve the payment of September bills as presented. Motion
carried.
COMMITTEE REPORTS:
Fire Chief Oberst: Chief reported that training is continuing on
Saturdays. Martin Balding and Chief worked on garage door after it was damaged
and it is repaired and working well. Cal
Fire will be gone from Grasshopper station October 15. Spalding and Stones department will be
available. The station is ready for
winter. There are currently five volunteers.

Secretary’s report: There were 156 web hits last month. Ninety-two percent of the property landowners
have paid in full or for the first quarter for waste water for 2016-2017. Audit with Bob Johnson went well.
BOARD MEMBER ITEMS:
Director Oring reported on the proposed amendment to the Marijuana
Ordinance 2016-002 that would ban growing of Marijuana in the unincorporated
areas of Lassen County. This would allow
time for the Board of Supervisors to come to a better ordinance and the state
proposition 64 will be passed or not in November. Also it is important for our voices to be
heard by the Supervisors and County officials.
PUBLIC COMMENT: None
CORRESPONDENCE: Cal Fire has
lifted burn restrictions as of October 15, 2016. Burn permits are not required until May 1,
2017, but it must be a "burn day."

BUSINESS:
DISCUSS/ACTION: Weed Abatement, Request for Cal Fire
help. Chief Oberst will check with Cal
Fire to see if they can inspect the realty office at the corner of Eagle Lake
Road and Stone Road.

Amendment to the minutes of September 12, 2016.
PUBLIC COMMENT: The Fire Hall was opened
up to accommodate the public. A list of
those attending is attached, approximately
50 people. We had Richard Eagan,
CAO, Maurice Anderson, Planning and Building, Aaron Albaugh, our Supervisor,
Bob Burns, County Counsel, and a representative from the Lassen Times, Sam
Williams. It was a question and answer
session on the rules and regulations of Marijuana growing in Lassen
County. It lasted approximately two
hours. It was informative and the
community was able to have their voice heard by the County officials.

BOARD MEETING

NO SPILL REPORT:
The monthly "No Spill" report for August has been made to the
state.
LIFTS STATIONS AND PONDS: Ponds one and two are at the 1.6 foot level with a
flow of about 4,000 gallons per day, compared to 2008 when the flow was about
14,000 per day.
LAKE LEVEL, EVAPORATION AND PRECIPITATION: No
estimate on lake level at this time with precipitation of .3 inches in the last
ten days. There is still boat launching
at the South End of the lake and fishing is picking up with very good trout.
STAND BY GENERATOR: Our generator is ready to run.
HOMEOWNER SYSTEMS: Three calls that have been answered.
PUBLIC GREEN WASTE:
The project will continue. Note: for Buck's Bay and Stones
residents ONLY! Property owners have been
bringing in lots; burning will continue in the fall.
USFS
BURNING ISSUE: Soon this Fall the Forest Service will be starting Prescribed Burns
north of Eagle Lake so don't be surprised when you see smoke in the area. Call
530-257-4188 for USFS information.
FIRE
PERMITS:
Can not be issued, no open burning.

SOLAR SYSTEM: Since September 2014 over 34,500 kWh has been generated with a
retail value of $4,830. Our 36 panels
have supplied all of our building needs including electric heat for the winter.
WATER STORAGE
TANKs: The 3,000
gallon water tanks at Stones and Buck's Bay are full and ready to use for Fire
Service. Cal Fire knows the locations
and is positive about the water storage.
STOCK WATER: The Stock
Water pump has been run just enough to keep the stock tank full. Cattle have not been put on the land this
season.
COUNTY WELL: update.........Well, well, well, not yet, the
drillers at at Spalding and we are next.
FISHING AT
EAGLE LAKE:
Stones/Buck's Bay is a quiet retreat with
wonderful surroundings. It is only 23
miles to the South End of California's
premier Trout Fishing Lake. My
brother and I went with Ron Beck, owner of flying Eagle Guide Service, for a
fantastic day of fishing with perfect conditions all day and an evening meal of
delicious Trout.
